<P align=center><FONT size=3><STRONG>促进沿海劳动密集型企业向西部地区雁阵梯度转移</STRONG></FONT></P><P><FONT size=3>中国东西部经济已经持续<FONT face="Times New Roman">20</FONT>多年的高速增长，</FONT><FONT face="Times New Roman"> </FONT>从<FONT face="Times New Roman">1979</FONT>年到<FONT face="Times New Roman">2005</FONT>年之间，中国国民生产总值平均每年增长<FONT face="Times New Roman">9.0%</FONT>，人均<FONT face="Times New Roman">GDP</FONT>平均每年增长<FONT face="Times New Roman">8.2%</FONT>，2005年我国GDP增长9.4%人均GDP超1000美元:一个历史性跨越.<FONT size=3>与历史上<FONT face="Times New Roman">,</FONT>世界平均发展速度相比，明显要高出许多<FONT face="Times New Roman">.</FONT>不过东西部经济发展悬殊，<FONT face="Times New Roman"> 2005</FONT>年中国<FONT face="Times New Roman">GDP</FONT>的七成来自我国东部地区<FONT face="Times New Roman">(</FONT>包括东部直辖市和东部沿海共<FONT face="Times New Roman">12</FONT>个省、自治区和直辖市<FONT face="Times New Roman">)</FONT>，东部地区面积为<FONT face="Times New Roman">129.4</FONT>平方公里，占中国全部国土面积的<FONT face="Times New Roman">13.5%</FONT>，<FONT face="Times New Roman">2005</FONT>年中国<FONT face="Times New Roman">GDP</FONT>的七成只有三成来自于西部地区<FONT face="Times New Roman">.</FONT>在东部地区的内部贫富分化更为明显<FONT face="Times New Roman">,</FONT>在闽西客家地区<FONT face="Times New Roman">,</FONT>闽北<FONT face="Times New Roman">,</FONT>粤北<FONT face="Times New Roman">,</FONT>桂北<FONT face="Times New Roman">,</FONT>甚至于南宁的乡村的许多青年要外出打工谋生<FONT face="Times New Roman">.</FONT></FONT></P>
<P><FONT size=3><FONT face="Times New Roman"> </FONT>按早年的设想<FONT face="Times New Roman">,</FONT>让一部分地区先富起<FONT face="Times New Roman">,</FONT>再带动其它地区富<FONT face="Times New Roman">,</FONT>如何带动<FONT face="Times New Roman">?<B> </B></FONT><B>必须促进沿海劳动密集型企业向西部地区雁阵梯度转移<FONT face="Times New Roman">.</FONT></B><B>东部凭借地理位置与政策扶持</B>，<B>抓住了发展先机</B>，<B>从改革开放一始</B>，<B>私营经济迅猛发展</B>，<B>八十年以乡镇企业为主的劳动密集型企业如雨后春笋春笋般的冒出<FONT face="Times New Roman">,</FONT></B><B>迅速地拉动经济发展<FONT face="Times New Roman">.</FONT></B><B>到九十年代中许多沿海地区提出了<FONT face="Times New Roman">”</FONT></B><B>二次创业<FONT face="Times New Roman">”</FONT></B> ，<B>开始走集约化经营</B>，<B>树立品牌战略<FONT face="Times New Roman">,</FONT></B><B>调整产业结构<FONT face="Times New Roman">,</FONT></B><B>大力发展技术密集型企业<FONT face="Times New Roman">,</FONT></B><B>资本密集型企业<FONT face="Times New Roman">.</FONT></B><B>目前沿海技术密集型企业</B>，<B>资本密集型企业已经日渐壮大<FONT face="Times New Roman">.</FONT></B><B>这里有着令人吃惊的生产能力与消费能力<FONT face="Times New Roman">(</FONT></B><B>包括浪费能力<FONT face="Times New Roman">)</FONT></B> ，<B>长三角与珠三角将是新的世界工厂<FONT face="Times New Roman">.</FONT></B><B>西部人口也大规模地向沿海地区流动</B>，<B>到那里去谋生<FONT face="Times New Roman">.</FONT></B><B>每年春运上亿人口从东到西<FONT face="Times New Roman">,</FONT></B><B>再从西到东<FONT face="Times New Roman">.</FONT></B><B>有一年我在广州火车站前广场<FONT face="Times New Roman">(</FONT></B><B>还不是春运时<FONT face="Times New Roman">)</FONT></B> ，<B>一眼望去人海如潮<FONT face="Times New Roman">.</FONT></B><B>每年的人口大规模地流动</B>，<B>可谓是一大世界奇迹<FONT face="Times New Roman">.</FONT></B><B>在沿海承受了过多的社会与经济功能</B>，<B>按经济学的规律<FONT face="Times New Roman">.</FONT></B><B>当一个地区经一定发展之后<FONT face="Times New Roman">, </FONT></B><B>当地的劳动力与土地<FONT face="Times New Roman">\</FONT></B><B>资源禀赋待生产要素会很大程度的上涨<FONT face="Times New Roman">.</FONT></B><B>使劳动密集型企业为寻求更廉价的生产要素向贫困迁移</B>，<B>但是令许多人费解的是<FONT face="Times New Roman">,</FONT></B><B>经过近三十年的发展</B>，<B>东部的生产要素明显要高出西部许多<FONT face="Times New Roman">,</FONT></B><B>西部有丰富的廉价劳动力与资源</B>，<B>可是沿海劳动密集型企业并没有大规模地向西部迁移<FONT face="Times New Roman">,</FONT></B><B>在沿海的狭窄地带劳动密集型企业<FONT face="Times New Roman">, </FONT></B><B>技术密集型企业<FONT face="Times New Roman">,</FONT></B><B>资本密集型企业大规模聚集<FONT face="Times New Roman">.</FONT></B><B>令当地环境不堪重负</B>.有的地方快到没有土地可用的地步了.在沿海狭窄地带大规模的经济要素集聚,加剧了社会分化,<FONT face="Times New Roman"> </FONT>如果仅凭西部输出资源等上游产品与<B>廉价劳动力</B><B><FONT face="Times New Roman">,</FONT></B><B>沿海通过工业化大生产产出高附加值的产品</B>，只可能更大的拉大贫富差距<FONT face="Times New Roman">.</FONT>另外也加剧了社会矛盾<FONT face="Times New Roman">,</FONT>高昂的生活费用也加大了谋生民工的生活成本,从社会成本来看,<B><FONT face="Times New Roman"> </FONT></B><B>沿海劳动密集型企业向西部地区雁阵梯度转移会比起人口大规模流动的社会成本要小</B>，<B>那么为什么沿海劳动密集型企业没大量向西部地区雁阵梯度转移<FONT face="Times New Roman">?<o:p></o:p></FONT></B></FONT></P>
<P><FONT size=3>笔者认为有以下四点原因<FONT face="Times New Roman">:</FONT></FONT></P>
<P><FONT face="Times New Roman"><FONT size=3>1.</FONT> </FONT><FONT size=3>西部缺少产业分工链<FONT face="Times New Roman">.</FONT>当前是社会化大生产<FONT face="Times New Roman">,</FONT>产业分工合作明显<FONT face="Times New Roman">,</FONT>如有像富贵鸟这样的鞋厂要搬到西部来<FONT face="Times New Roman">,</FONT>那么它就脱离原来标签<FONT face="Times New Roman">,</FONT>纸盒<FONT face="Times New Roman">,</FONT>原料<FONT face="Times New Roman">,</FONT>鞋带等供应商<FONT face="Times New Roman">,</FONT>西部生产的这类产品是否符合其要求<FONT face="Times New Roman">?</FONT>就算符合质量要求<FONT face="Times New Roman">,</FONT>这种合作也要有一个磨合过程<FONT face="Times New Roman">.</FONT></FONT></P>
<P><FONT face="Times New Roman"><FONT size=3>2.</FONT> </FONT><FONT size=3>西部缺少产业服务链<FONT face="Times New Roman">: </FONT>西部有没有像东部那样的熟练技术工人呢<FONT face="Times New Roman">?</FONT>由于大量的其它工厂在东部<FONT face="Times New Roman">,</FONT>许多熟练技术工人更愿在东部<FONT face="Times New Roman">.</FONT>当厂里的机器出故障<FONT face="Times New Roman">,</FONT>有没有相应的维修与服务网络<FONT face="Times New Roman">?</FONT>有些机器的零部件在西部并不一定买得到<FONT face="Times New Roman">.</FONT>如果就算是一家劳动密<B>集型企业孤单地迁往西部</B><B><FONT face="Times New Roman">,</FONT></B><B>由于远离东部竞争与人才其技术水平与创新能力会下降的<FONT face="Times New Roman">.</FONT></B>西部有许多技校与大学<FONT face="Times New Roman">,</FONT>在当前大众化的教育<FONT face="Times New Roman">,</FONT>这些学生给这工厂的帮助是相当有限的<FONT face="Times New Roman">.</FONT></FONT></P>
<P><FONT face="Times New Roman"><FONT size=3>3.</FONT> </FONT><FONT size=3>企业迁移异地需要另建一套人脉网络<FONT face="Times New Roman">,</FONT>加大了企业的成本<FONT face="Times New Roman">.</FONT></FONT></P>
<P><FONT face="Times New Roman"><FONT size=3>4.</FONT> </FONT><FONT size=3>西部缺少消费市场<FONT face="Times New Roman">.</FONT></FONT></P>
<P><FONT size=3>如解决问题呢<FONT face="Times New Roman">?</FONT></FONT></P>
<P><FONT face="Times New Roman" size=3>1、提高沿海地区某些劳动密集型行业的市场准入门槛。</FONT></P>
<P><FONT face="Times New Roman" size=3>2、东部富裕地区实行土地私有化。即当地农民对土地有经营权与所有权。政府不再有权去征集集体的土地进行开发。土地完全由农民支配，参与市场化的交易，必然抬高沿海地区的工厂获取土地的成本，促使劳动密集型企业西迁。</FONT></P>
